Dear Sir,
Subject: Report and resolution of the UiXP membership
Thank you for the audience with your management gave our delegation on
Thursday August 15th, 2002.
This letter is a recap on the update we presented, and the issues we
raised at this meeting. I have also attached our newly re-enacted Policy
Guidelines for your comments. The UiXP membership is eagerly waiting for
a quick response from UCC's management.
Prior UCC commitment:
No license fee for the UIXP itself
No restriction upon private fiber which is not operated as a commercial
service
What UIXP offers:
No fees of any kind to parties who wish to connect to the exchange, in
perpetuity
No restriction upon the type of organization which may connect to the
exchange,
in perpetuity
Reform of the UIXP association articles, rules and policies as indicated in
the
attached UIXP policy document
The joint commitment of all parties to the formation of a free market in
Internet services which will result in dramatic reductions in cost of
Internet services to end users, and a similarly dramatic increase in the
speed and reliability of connections which are available.
To immediately pay the Tax component of our rent arrears and outstanding
utility bills, and commit to raise among our membership or others sources
the balance on rent arrears.
What the UiXP needs from UCC:
Use, in perpetuity, without charge, of the non-revenue, 6-square-meter space
adjacent to the transformer room on the lower ground floor of Communications
House. UIXP commits to covering all necessary insurance and cost of utilities
associated with UIXP's use of this space. UIXP will endeavor to ensure that
no costs associated with its presence shall burden UCC.
Furthermore, UIXP anticipates that the presence of the exchange in
Communications
House will increase the value, and resultant per-square-meter rate of rentable
space within Communications House.
If the UCC is able to commit to providing this necessary assistance in the
formation of UiXP, then the UiXP commits to being in operation on or before
the
second week of September, 2002, and three UIXP members, namely MTN, UTL,
and AFsat,
commit to connecting to and exchanging operational traffic through the
exchange by
that date.
Other UIXP members will connect as quickly as fiber becomes available at
market
rates.
