I put across a suggestion that we put a switch at the top. what I had in mind
was to have this switch in UCC's NOC(already has stable power). this will be
a temporary measure as we find a lasting solution like what you have
suggested, or even constructing a cage to h'se equipment at the rooftop.

on reflection, the Technical Guidelines require that individual members 
deliver
their link to the IXP switch. maybe we shouldn't apply this in its strictness
as this will delay roll out.
