That's basically the hack Akamai uses, and it's generally regarded as
pretty gross.  Not least because it results in _worse_ performance any
time you guess wrong.  As does having the user select based upon whether
they're in Uganda or not, since really what you need to know is whether
the shortest path is through the local exchange, or one elsewhere.  Which
is why anycast routing is done in this sort of situation.  Advertise the
same IP address in both locations, and let the routers figure out which is
closer.
